Most of Earth is either uninhabitable or barely habitable and the center of civilization is in Africa. Technology is advanced but not enough to avert the probable extinction of all life on the planet. Published in English as "The Cosmic Cloud" in WONDER STORIES QUARTERLY, Fall 1931. From humble working-class background, Burgel (1875-1948) rose to become a noted popularizer of astronomy, somewhat in the same position as Flammarion in France a generation earlier.
