A report regarding the federal government's payment of California's claims for reimbursement for its Indian wars, 1854-1859. The brutal behavior of whites toward Indians reached the level of full-fledged military campaigns in the 1850s. This copy has an autograph letter from George Oulton (1831-1903, California's State Controller, 1863, for a four year term as member of Union party) to J. Berry in Yreka, California, written on the back wrapper of the pamphlet. Oulton is concerned that the claims paid in depreciated currency will make the bonds nearly valueless. The mailing envelope is present. Old mailing folds, a nearly fine copy. (#177191).
